Kyrgyzstan's Akiykatchy and Russia's human rights Commissioner held talks
Kyrgyzstan's Ombudsman Dzhamilia Dzhamanbaeva and Russia's Human Rights Commissioner Tatyana Moskalkova held talks via video link.
The parties discussed building up cooperation in the field of protecting the rights of citizens of Kyrgyzstan and Russia in accordance with universally recognized principles and norms of international law.
The Kyrgyz Ombudsman and the Russian Commissioner for Human Rights agreed on the need for joint actions to protect the rights of migrants from Kyrgyzstan in Russia, as well as the rights of Russian citizens in Kyrgyzstan.
Dzhamilia Dzhamanbaeva expressed confidence that cooperation between institutions for the protection of the rights of citizens of Kyrgyzstan and Russia will develop dynamically.
"I am interested in the development of interaction between our institutions and note the need to build up relations on various aspects of cooperation, such as cooperation and prompt assistance to citizens of both countries whose rights and freedoms have been violated. We appreciate every step and attention aimed at improving the conditions of stay of our migrants in Russia," said the Ombudsman of Kyrgyzstan.
Dzhamilia Dzhamanbaeva emphasized that the Kyrgyz Ombudsman Institute expresses gratitude to the Commissioner for Human Rights in Moscow (Russia) Tatiana Potyaeva for her participation in the fate of a Kyrgyz citizen who is in pre-trial detention center-2 in Moscow.
Tatyana Moskalkova noted that at the legislative level she is taking measures to facilitate the conditions of stay of migrants from Kyrgyzstan in Russia.
"We have many appeals about expulsion of Kyrgyz citizens from Russia. With regard to some Kyrgyz citizens, we have provided assistance to keep them on the territory of Russia, as they have families here. According to our legislation, in case of untimely notification of passport loss, a person is obligatorily deported [out of the country]. There is no alternative. In this regard, I have proposed to make amendments so that such a violation would be punishable by an administrative fine or expulsion. The document itself is already being considered by the Ministry of Justice. Such measures will help migrants to continue staying in Russia without expulsion from the country, having paid a fine," Tatyana Moskalkova said.
Following the talks, the Kyrgyz Ombudsman and the Russian Commissioner for Human Rights reached an understanding on many issues related to the protection of the rights of migrant workers from Kyrgyzstan.
In particular, on the issue of assistance in training volunteers in Russian human rights legislation.
The volunteers are Russian citizens who will help migrants from Kyrgyzstan whose rights have been violated.
