Karakol City Hall took away a plot of land with a house from a resident, leaving her on the street

Akyikatchy (Ombudsman) of the Kyrgyz Republic Dzhamilia Dzhamanbaeva calls on the relevant state bodies to ensure the restoration of the violated rights of Suriya Matniyazova, a resident of Karakol.

In 1997, the Karakol city mayor's office took her land plot together with her house for the needs of the state. In return, the mayor's office provided her with an apartment. However, later other persons appeared who claimed ownership of this apartment, referring to privatization. Since then, for 26 years, she has been suing. In 2008, the court ruled to evict Matniyazova from the apartment and ordered the Karakol Mayor's Office to provide her with equivalent housing.

However, the court decision has not yet been executed. On March 3, 2020, the prosecutor's office of Karakol city made a submission to eliminate violations. 
But, according to Matniyazova, she is still unable to get housing to replace her house and land, which the mayor's office took back in 1997. 
Matniyazova said she is forced to seek shelter at the Karakol City Hall.

Matniyazova has had several personal visits from Akyikatcha Jamili Dzhamanbaeva, and the institute's staff has been monitoring her case for many years.
In November 2023, at a meeting with the population of Issyk-Kul region, the Ombudsman called on the Plenipotentiary Representative of the President in the region to ensure that Matniyazova's rights are respected.

The Plenipotentiary, in turn, replied that he would take the situation under his personal control.  

However, in March, Matniyazova again came to see the Ombudsman - the mayor's office still has not executed the court decision, and she still has not received housing.
"The presidential plenipotentiary representative for Issyk-Kul Oblast has changed, and I couldn't get an appointment with the new one," she complained.

Akyikatchy calls on the state bodies to enforce the court decision and the act of prosecutor's response, and calls to bring the guilty parties to justice.
